When you make a custom brush from a selection in PSP8 it creates a pspBrush file and an associated Jasc PSP Script file. When sharing brushes you have created with others you need to include both files.
When you only want part of an image make your selection of the part you want.
Choose the paint brush tool and open the dialogue as below. Click on the paint brush icon to create brush tip from selection.
A box opens for you name and set parameters for your brush. Brushes made from images do not need much information. The default setting work well.
Creating a brush from a nice clean gif works the same way. Make your selection and create.
When using a psp, PspImage or tube you need only select all and create from selection.
